Sky-high cost of raising a child as policy incentives fall flat

Raising a child is routinely estimated at six figures or even several million dollars, while the government's newborn incentive is just a cash sum in the ten-thousand-dollar range — and that gap is the decisive moment when many Hong Kong families decide not to have one. Local consumers point out that with dozens of hours of long working weeks plus chasing further study and following up with clients after work, there is simply no time to marry, have children or care for the next generation, so parenting is seen as an expensive, hard-to-bear long-term commitment.

Structurally, local childbearing costs are pushed up by three spending lines at once — housing, education and childcare: cramped flats and high rents in older buildings squeeze living space, the layers of tutoring and fees from kindergarten through DSS and international schools form a hidden threshold, and family benefits like public childcare and paternity leave have long been thin. With information flowing freely, the younger generation clearly sees that the return on this commitment is uncertain and, after a rational calculation, chooses to defer or give up.

A one-off cash incentive can hardly offset a structural burden stretching twenty years, reflecting a clear gap between the family-support system and the actual cost of raising children.
