Mechanisms such as real-name registration, one ticket per person and penalties for resale, though gradually becoming common elsewhere, have yet to be fully implemented in Hong Kong, so concert tickets end up resold to the secondary market. Some fans note that even after buying a ticket through a legitimate channel, if something comes up and they cannot attend, the formal routes for transferring it are extremely limited, creating a twin contradiction in the ticket market of difficulty buying and rigidity transferring.
