Impostor official calls on video capture your ID and face

A single call claiming to be from a government agency, paired with a video 'report to the police', is enough to make someone hand over a full image of their Home Return Permit, name, phone number and address within minutes. According to residents' public accounts, fraudsters first falsely claim the victim's identity has been stolen for fraud, then 'transfer' them to a so-called public-security authority and, by video call, coax them into showing their ID — capturing their face, voice and ID footage in the process, enough to be synthesised into a forgery later.

The structural risk in such cases is that phone numbers can be spoofed, the pretext of cross-border law enforcement is hard to verify on the spot, and ordinary residents lack the tools to tell a genuine call from a fake one; once a face and voiceprint leak, combined with generative technology to produce a forged video, victims find even clarifying afterwards an uphill task. The incident also highlights how the formal investigation and notification procedures of Hong Kong's public and private institutions are unfamiliar to the public, letting 'a call from the government' line work time and again.
